Medical tourism in the Sverdlovsk region. Prospects of the Federal Project “Development of export of medical services” in the regions of Russia.

Sverdlovsk region is located 2000 kilometers East of Moscow, on the border of Europe and Asia, at the intersection of transcontinental flows of raw materials, goods, financial, labor and information resources. The territory of the region is located in the Northern part of the Ural mountains and in the Western part of the West Siberian plain. It is bordered in the West by the Perm region, in the North by the Komi Republic and the Khanty-Mansi Autonomous district, in the East by the Tyumen region, in the South by the Kurgan, Chelyabinsk regions and the Republic of Bashkortostan. 

Sverdlovsk region today is a large economically developed territory of Russia with a high level of business, cultural and social activity, one of the most promising subjects of the Russian Federation. For most of the main socio-economic indicators of development, the Sverdlovsk region is in the top ten regions of the Russian Federation.


Healthcare of the region is characterized by a large number of project activities. Today, the projects approved by the government of the region until 2024 are being developed.

With the aim of developing on the territory of Sverdlovsk region nuclear medicine by the Government of Sverdlovsk region signed an Agreement with the organization of private form of ownership: LLC “PET-technology” about socially-economic cooperation for the implementation of the project associated with the creation on the territory of Sverdlovsk region, PET/CT center. The centers provide a range of services for the diagnosis of cancer using positron emission computed tomography and tumor treatment on the latest robotic radiotherapy system CyberKnife. 

The development of medical rehabilitation in the Sverdlovsk region is carried out in several main areas:

  • neurorehabilitation;
  • rehabilitation of patients with cardiovascular disease (after acute myocardial infarction, heart surgery);
  • rehabilitation after injuries;
  • rehabilitation of cancer patients;
  • rehabilitation in diseases of the somatic profile (after diseases of the therapeutic profile and operations). 

Since 2016, the procedure of accreditation of medical specialists has been introduced. In 2017, 271 people were accredited and completed their training under the programs of a specialist in the specialty “General medicine” and “Pediatrics” at the URAL state medical University of the Ministry of health of Russia. Since 2018, the procedure for accreditation of secondary medical personnel is being introduced, which should include 2 stages: testing and solving situational problems. It is planned that accreditation in 2018 will be held by 2692 secondary medical workers (in the specialties of “Medical care”, “Obstetrics”, “Nursing”, “Laboratory diagnostics”, etc.). Since 2019, the primary accreditation of residents is introduced, since 2021, periodic accreditation of all doctors and pharmacists is provided, which by 2026 will cover all medical workers. Training on programs of additional professional education (advanced training and professional retraining) in 2017 were 2573 doctors (2483 the training programs, 90 – retraining programs) 6021 and a nurse (by training programs 5151, training programs and 870).

Leading healthcare organizations ​

Sverdlovsk region is one of the five best regions of Russia in terms of the provision of high-tech medical care and medical care to citizens of other regions. Already today there is a formed interest of Chinese citizens in the treatment in the region. Medical institutions in the region are distinguished by the quality and quantity of accumulated knowledge and experience.

Unfortunately, however, there are organizational and administrative problems. To date, the health unit is absent in the socio-economic strategy of the region. The lack of strategy hinders market players waiting for a decision from the regional authorities.

Family medicine center​

“Family medicine center” was opened in 2001, due to the increasing problem of infertility of married couples in the Ural region. During the work of the blades, thanks to the methods of assisted reproductive technologies, more than 15 thousand babies were born. 

The program “Posthumous reproduction”, got its start in the CCM. Previously, this program was not implemented in more than one clinic in the world. “Center for family medicine” is a multiple winner of national and international awards. In 2018, the CCM won the nomination “Clinic of the year”. The center is a frequent organizer of international conferences on infertility treatment with the use of art.

All 17 years of work of clinic, both clinical and scientific activity develops here. On the basis of the center, the following high-tech systems of assisted reproductive technologies were introduced for the first time in the national history :  

  • Micrometeorites complex for the analysis of male gametes. 
  • Complex laser microsurgery of germ cells and embryos.
  • System of in vivo evaluation of structural pathology of sperm and their selection for injection into eggs (IMSI). 
  • Device for continuous monitoring and notification of the state of the environment inside the incubators and the environment for embryo cultivation. 
  • The visualization system of the spindle and micrometre internal structures of the egg. 
  • The system of permanent monitoring of embryo development inside the incubator “Primo Vision Time-Lapse System”. 
  • Domestic development — “Workplace embryologist 1 and 2 class of biological safety” (together with JSC “Laminar systems”, Miass, LLC “BMT”, Moscow).

Today “Center of family medicine” is a large holding, developing its network of units in the Ural Federal District. Opened branches in the cities: Magnitogorsk, Chelyabinsk, Kurgan.

Sverdlovsk regional clinical hospital №1​

“Sverdlovsk regional clinical hospital №1” is the largest medical institution in the Urals, providing high-tech medical care. The hospital annually introduces new diagnostic and therapeutic methods. 

In the structure of the hospital, the first in Russia urological clinic of male health was opened. Today, the clinic carries out more than 5 thousand operations per year. All operating rooms are equipped with the latest equipment, and robot-assistant operation is the standard clinic. It uses all modern methods of diagnosis and treatment of urolithiasis, benign prostatic hyperplasia, cancer, urological diseases and performs reconstructive operations on the upper urinary tract.

In addition, the hospital developed and areas of transplantation, hemodialysis and cardiac surgery. It provides assistance to patients with problems:

  • allergies;
  • immunologies;
  • gastroenterology;
  • gynaecologies;
  • coloproctologies;
  • neurologies;
  • neurosurgery;
  • nephrologies;
  • otorhinolaryngologies;
  • ophthalmologies;
  • ophthalmology and endocrinology.

1 – OKB today is the base for 16 departments of the Ural state medical Academy. The Hospital has 22 doctors of medical Sciences, 87 candidates of Sciences, and a total of more than 2 thousand employees.

Medical center «UGMK-Health»

UGMK-Health is a multidisciplinary European clinic. It provides services of high quality diagnosis, treatment and accommodation. The equipment of the clinic is focused not only on the latest medical equipment, but also on the equipment of comfortable wards for patients. 

The center fully meets the standards of the European clinic in its equipment, internal logistics and engineering systems. The clinic is built on the “Smart home” system, taking into account the specifics of the medical institution.

The clinic also operates a children’s clinic, Tibetan medicine and dentistry. It provides services in the field of urology, neurology, Hematology and another 30 specialties.  

Today the clinic employs 2 professors, 4 Ph. D. and 19 Ph. D. in Total, the clinic employs 628 people, it is 224 doctors and 104 nurses and administrative staff.

MNTK «Eye microsurgery»

Sverdlovsk branch of the clinic «Eye microsurgery» was opened in 1988. And in September 2018, the center has already carried out a million-dollar operation. Material technical equipment of the clinic is one of the best in the country in the field of ophthalmology. Strong diagnostic center, reveals all known disorders of the eye. 

Today, the Center performs more than 200 operations of all levels of complexity every day. The clinic treated patients with the following eye problems: cataract, glaucoma, retinal detachment, strabismus, corneal disease, retinal pathology, lacrimal tract, refraction and other eye diseases.

In the ophthalmological center work:

In the center “eye microsurgery”, there is also a VIP Department, where you can within an hour, comfortably pass all ophthalmological examinations. Surgical treatment is provided in modern operating rooms, equipped with the latest equipment and consumables.

For patients, a comfortable, 6-storey hospital complex is provided. Here, patients receive pre-and post-operative treatment under the supervision of a doctor. Each floor of the hospital is equipped with a nursing station and a treatment room.

MCMC «Bonum»

The center for medical and social rehabilitation of children «Bonum» was opened in 1991 by the decision of the Ministry of health.  It provides medical care and rehabilitation for children and adolescents with congenital maxillofacial pathology and severe speech disorders.

The treatment of the child starts right from the womb. In case of timely detection of the child’s deviation, the doctors of the Center provide assistance immediately. Postoperative treatment is equally important for the development and restoration of speech functions of the child. After the operation, psychologists, speech therapists, physiotherapists and other specialists work with children.

Today MCMC “Bonum” has over 700 employees. And over the past 27 years, and developed the scientific base of the center. Today 10 specialized regional children’s centers work with children and adolescents throughout Russia and abroad.

Ural center of clinical therapy and rehabilitation

Ural clinical treatment and rehabilitation center was opened in 2014 as a result of public-private partnership in Nizhny Tagil. The medical center is designed and equipped according to all European quality standards of medical institutions.

The center provides high-tech specialized assistance in the direction of orthopedics and vertebrology. Also, patients can receive gynecological, urological, otolaryngological medical care. The Center has one of the best rehabilitation complexes in Russia for patients with disorders of the musculoskeletal system.  

In UCTARC is a full cycle of treatment for the patient. Complex diagnostics, high-quality treatment and two-stage rehabilitation help the patient to be completely healthy. Surgical interventions are carried out on the principles of minimal trauma and careful attitude to all tissues and structures.

The Center constantly holds conferences with the participation of foreign colleagues who share their experience with the staff of the clinic. Many invited experts note that the quality of equipment and consumables, is not inferior to European clinics in Switzerland, Germany and Belgium.  For comfortable accommodation of patients and their attendants, a boarding house “Uralsky”was built on the territory of the center. One of the key types of tourism for Sverdlovsk region is business tourism. Its active development is due to the status of Yekaterinburg as the largest industrial and business center of Russia with a developed transport, business and hotel infrastructure. The industry of Congress and exhibition activities is represented by large exhibition centers: “Ekaterinburg-Expo” (an area of more than 50 thousand square meters), the world trade Center, the Center “Ural exhibitions”, KOSK “Russia”. Every year more than 200 exhibition events are held in Yekaterinburg: congresses, forums, summits, including the international exhibition and forum of industry and innovation.

Sverdlovsk region has a rich historical and cultural heritage. In the region there are 1227 objects of cultural heritage, including 98 monuments of Federal importance. In the Sverdlovsk region there are 30 state museums and Museum complexes, 81 municipal museums, 370 departmental and private museums, of which 50 museums are of interest for tourist visits.

The region has great resources of religious and pilgrimage tourism.  Traditionally, medical and recreational tourism is in high demand in the region. In the Sverdlovsk region there is also a great potential for the development of various types of active tourism.

In the Sverdlovsk region there are about 500 natural monuments, including geological, geomorphological, hydrological, botanical and landscape. Visimsky reserve and Zapovednik “Denezhkin Kamen ‘” national parks “priishimskiy forests” and “Deer streams”, nature Park “reka Chusovaya” and “Vazovskie place” attracting tourists, developing new tourist routes, organizing events and developing infrastructure for tourists at any time of the year.

It is in the Sverdlovsk region that there are prerequisites and opportunities for the introduction of a model of a new direction for Russia in the development of the tourism industry – industrial tourism. Demidov plant (Nizhny Tagil) is the only one in the country, the largest and most interesting object of the world industrial heritage, demonstrating the full metallurgical cycle: on its site the original industrial landscape is preserved, metallurgical technologies of all types of energy are presented: water-steam-electricity.

Prospect of development of medical tourism in Sverdlovsk region​

Sverdlovsk region on many socio-economic indicators, is the leader of the Ural Federal District. The region is rich in manufacturing enterprises that work not only for the domestic market, but also are active exporters to different countries of the world. Business tourism and cooperation with various municipalities of other states are actively developing in the region. First of all, it is the development of relations with Kazakhstan and China.

The potential of Sverdlovsk region in the sphere of tourism is estimated as high. The region has a large number of historical and cultural sites, as well as more than 500 natural monuments. Pilgrimage tourism is also actively developing. New directions in tourism, such as rural, mineralogical and industrial, have good prospects for development.

However, in the development of urban infrastructure, there is a big difference. The capital of the Urals, Yekaterinburg, has a developed logistics, tourism, medical and entertainment infrastructure. But neighboring cities are noticeably lagging behind in this development. Today, almost all leading companies are concentrated in Yekaterinburg, as it is here that the most solvent population of the region lives.

The healthcare of the region is unique among all studied regional systems. Today, the Sverdlovsk region provides high-tech assistance in almost all medical areas. High-quality multifunctional and rehabilitation centers have been established. Many clinics in the region are already focused on the provision of medical services for foreign patients. Medical institutions in the region will make up 60% of all Russian hospitals presented at the international exhibition in Shanghai. Patients from China are already coming to Yekaterinburg for medical care. And at the beginning of April this year, a delegation from Central Mongolia, highly appreciated the possibilities of Ural medicine. Also in April 2019 will be a major international exhibition “Health of the Urals”. The exhibition will be devoted to Ural medicine and its opportunities for interaction.

However, there are barriers in the region. There is no administrative setting of goals for the development of medical services in the region. The socio-economic strategy of the region does not include the health care unit. And the annual reports of the regional Ministry of health are not published in the public domain. This almost paralyzes the large investment activity in the field of medical development in the region. Today it is not clear what goals the Board of the region sets for itself in the field of health care. Therefore, it is necessary to establish a dialogue between departments and market representatives. As well as in all regions of the country, in Sverdlovsk region it is necessary to resolve the issue of granting medical visas to patients. With the proper operation of the regulator, coordinating agencies and market participants, medical tourism in the Sverdlovsk region has a high potential. And this potential can begin to be realized today.
